OUR BOARD OF COMMISSIONERS
 

The Northshore Harbor Center District Board of Commissioners governs the Northshore Harbor Center and is composed of 14 board members. Each commit to a four-year term, serving no more than three consecutive terms, and all adhere to the State of Louisiana Code of Ethics. Board members are appointed by the following appointing authorities:

  • One appointed by the Mayor of Slidell.
  • Three members appointed by the City Council, one of which is recommended by the St. Tammany Hotel/Motel Association and is the owner or operator of a hotel, motel, or a campground located in Ward Eight or Ward Nine of St. Tammany Parish.
  • One member appointed by the Board of Aldermen of the town of Pearl River.
  • One member appointed by the St. Tammany Parish Council who is a resident of Ward Eight.
  • One member appointed by the St. Tammany Parish Council who is a resident of Ward Nine.
  • One member appointed by the East St. Tammany Chamber of Commerce.
  • One member appointed by the State Representative for District 90.
  • One member appointed by the State Representative for District 76.
  • One member appointed by the State Representative for District 74.
  • One member appointed by the State Senator for District 11.
  • One member who is the Executive Director of the St. Tammany Parish Tourist Commission.
  • One member appointed by the State Senator for District 1, provided that such Senator's district comprises portions of Ward Eight or Ward Nine.

Executive Board positions are Chairman, Vice-Chairman, and Treasurer.

Lisa Clement, Chairperson

Lisa, a graduate of Mount Carmel Academy, holds a Bachelor of Arts degree from Loyola University. Lisa is Vice-President of Fitzmorris and Associates, a business, government and real estate consulting firm. She has and continues to volunteer and serve on a variety of Boards and committees throughout the community and region. She is the current President of the SMH Women's Health Alliance, a member of Ozone Camellia Club, Slidell Women's Civic Club, Le Cotillion and a Life Member of Junior Auxiliary of Slidell. Lisa volunteer efforts include work with Saint Margaret Mary, United Way of Greater New Orleans, Associated Catholic Charities, St. Luke's Catholic Church, City of Slidell -- Cultural Arts Center, Slidell Memorial Hospital Foundation Rooftop Rendezvous, American Heart Association, Junior Achievement, Young Leadership Council, Adrenoleukodystrophy Association, American Cancer Society Relay for Life, Slidell Beautification Day, Mount Carmel Academy and Little Sisters of the Poor Spring Gala.

Lisa is a resident of Slidell, where she resides with her husband, Bruce, and two daughters, Madeline and Meredith.

Hannah Rucker, Vice-Chairperson

Hannah has an undergraduate degree in English/Secondary Education from University of New Orleans, and a Master's plus 30 additional hours in Administration and Supervision from Southeastern. Prior to her retirement from St. Tammany Parish School Board, Hannah held positions as classroom teacher, school administrator, and Director of Truancy. She served on the Superintendent's Recruitment Team, served on the Department of Education's writing team for English/Language Arts curriculum in developing state standards and benchmarks, and was a presenter at various teacher training workshops. At Mandeville High School, she was named Teacher of the Year and the Times Picayune recognized her as an "Unsung Hero." She has served as President, Board of Directors for Youth Service Bureau, 2001-2003, a Board member for YSB 1998-2003 and chaired the Youth Recognition Program. Her work with YSB included programs with Juvenile Drug Court, FINS, CASA and Crossroads.

She is currently on the Board of Directors for STARC, is a member of Slidell Women's Civic Club, and a volunteer at St. Margaret Mary Church.

Andy Prude, Treasurer

Andy is a graduate of Southeastern Louisiana University and holds a B.A. in Marketing and an MBA. Andy is a Managing Partner with Pontchartrain Investment Management, an independent financial services firm located in Olde Towne Slidell. He is a graduate of Leadership Slidell and Leadership Louisiana. He has volunteered on several boards and organizations in the community, including past president of Rotary Club of Slidell, board member of Friends of Olde Towne Slidell, and President of the Olde Towne Slidell Residents Association. Andy is a life-long resident of Slidell, and currently lives in Olde Towne with his wife Sue and two children, Drew and Kate.

Carol Beech

Carol is retired from the St. Tammany Sheriff’s Office, where she held several positions during her 20 year career, the last being Manager of the Tax and Civil office in Slidell. She is an active member of the Slidell Women’s Civic Club, and through that membership, has helped many other organizations in Slidell. Carol has also helped to produce the Krewe of Slidellians Parade for the past 5 years, first as a lieutenant and most recently as the parade captain.

Carol is a native of Slidell, and still lives here with her husband James. They have three children and eight grandchildren, ranging in age from six to 22 years old. She feels that there is nothing more rewarding than working for the good of the community.

Rene Arcemont

Rene Arcemont is Vice President of Sales and Marketing with ESYNCS Advertising Agency in Slidell. Prior to ESYNCS, Rene was Owner/Operator of Tropical Smoothie Cafe in Slidell for four years.  He has over 30 years of retail management experience and is most proud of his 11-yea employment with the LSU Athletic Department in Game Management.  Currently, Rene serves on the East St. Tammany Chamber of Commerce Board and the East St. Tammany Habitat for Humanity Board. He is also the current Chairman of the Small Business Support Council for EST Chamber, prior Chairman of the Technology Committee for EST Chamber of Commerce, a Leadership Northshore Graduate 2012, a Rotary of Slidell member, a Business Networking International-Slidell Partners member, as well as involved with other numerous committees and organizations throughout Slidell.

Rene is married to Samantha M. Junius-Arcemont and has one daughter, Lindsay.

Warren Berault

Warren has worked with Northwestern Mutual Financial Representative for 34 years. He's married with four grown children, and proud to say they were all happily raised in Slidell.

He holds a Master of Science degree in Urban Studies, and was elected 1982-1994 Slidell City Council, District E. Former Executive Director for Downtown Development District of New Orleans.

Kurt Bozant

Kurt is Vice President, Business Banking Relationship Manager with Regions Bank in Slidell. He has worked for Regions Bank since August 2006. Prior to coming to Regions Bank, he worked for Parish National Bank and Whitney National Bank in similar capacities. Kurt has lived in Slidell since 1991, and the thing he likes most is the quality of life.

In addition to being on the ESTECC board, Kurt is a volunteer baseball coach with SBBA, a member and past president of the Rotary Club of Slidell, and a member of the Greater Slidell Chamber of Commerce. He and his wife, Colette, have five children Blake, 14; Courtney, 12; Bradley, 10; Brock, 8; and Brandt, 4.

Sean M. Burkes

Sean Burkes, PE, PLS, is Vice President at J.V. Burkes & Associates, Inc. and works as a professional licensed civil engineer and land surveyor.  He has been involved in public and private development projects ranging from small residential and commercial survey and design, to large multi-faceted industrial design projects such as the Rooms to Go Distribution Center and Associated Wholesale Grocers Distribution Facility.  Sean currently serves on boards of the Northshore Business Council, Slidell Economic Development Association, Slidell Code Advisory Council, Southern Economic Transit Authority, Slidell Youth Soccer Club, Louisiana Society of Professional Surveyors District 9 and a member of the Professional Services Transition Team for Parish President Pat Brister as well as a member of many other organizations including East St. Tammany Chamber of Commerce.

Sean was raised in Slidell, attended Northshore High School, received a Bachelor of Science in Civil Engineering from LSU and performed post graduate work at University of New Orleans.  He is married to Nicole, and resides in the Slidell area with their four children, Caitie, Mary Grace, J.P. and Meg and are actively involved with their children's sports.

Scott Dutton

Scott came to Slidell in 1973 when he was 10 years old from Denver, Colorado. A product of the public school system, he graduated from Slidell High in 1981. He then attended the University of Southern Mississippi, where he received a degree in Marketing Management in 1985. This is also where Scott met his wife Mary Ann and married later that year. Now they have two grown girls that are currently attending USM. After graduation, Scott was hired by Lockheed Martin in New Orleans where he spent 12 years working on the Space Shuttle Program in Supply Management. He left there in 1997 when an opportunity came from Textron, where he worked for 14 years doing International Business Development. This was very interesting and allowed him to travel the world, meet many good people and experience different cultures and foods. Scott recently left Textron to start a new business with some friends.

Scott is currently a member of the Krewe of Dionysus, Slidell Evening Lions Club, and Friends of the Harbor Center. He was honored to be asked by State Representative Greg Cromer for appointment to the Board of Commissioners for the Northshore Harbor Center and looks forward to helping in any way he can.

Donna O' Daniels

A 20 year veteran of the tourism industry, Donna O'Daniels is the CEO and President of the St. Tammany Parish Tourist and Convention Commission. She is a graduate of Leadership St. Tammany West and serves in leadership roles for several local, regional and national organizations that promote tourism including the Public Relations Society of America Travel and Tourism and the Society of American Travel Writers.

A North Carolina native, she attended North Carolina State University, where she earned her BA in Communications. She also earned the North Carolina State University Communication Alumni Circle Outstanding Alumni Award. She moved to St. Tammany Parish in 1995 and currently lives in Mandeville with her husband and two daughters.

Martin Patel

Originally from the United Kingdom, Martin now calls Slidell home. The close proximity to New Orleans and the culture it provides combined with the small town quality of life of Slidell offers made this the ideal place for his family to put down roots over 12 years ago.

He is the general manager for the Best Western Plus Slidell Inn. He has a degree in Civil Engineering from the University of Manchester and has been in the hotel industry for 16 years. Prior to becoming a part of the Best Western family, he also worked with the Hilton brand. He continues to work diligently in the culmination of a robust tourism industry for St. Tammany Parish. He is the proud father of two young children.

Mark Myers
 MARK MYERS - Mark is a graduate of Loyola University and Tulane Law School.  He has practiced law for more than 28 years, but practices primarily as a mediator and arbitrator with his own firm, Resolutions by Mark A. Myers PLC (www.resolutionsadr.com), with offices in Slidell, Mandeville and New Orleans, LA.   Mark serves as a member of the ADR Statewide Council of the Louisiana State Bar Association, as a board member of the Association of Family & Conciliation Courts, and as a member of the St. Tammany Inns of Court.   Mark is a graduate of Leadership Northshore (1993) and has served many years as the Chairman of the Board of Trustees.  He also serves as the Chairman of the Board of Commissioners of the St. Tammany Tourist & Convention Commission, and as Chairman of the Civil Service Board of St. Tammany Fire Protection District No. 1.  Mark is a member of the St. Tammany Leadership Council of the United Way of SE Louisiana, and is Chairman of their annual fundraising event - Glitz, Glamour & Giving.  He is a member of the East St. Tammany Chamber of Commerce and the Slidell Northshore Rotary Club.

Joe Anderson, Chairman Emeritus

Joe has been married to Pamella Byrd Anderson since 1974 and is the father of two sons, Joseph and James. This is a big year for the Andersons as son Joseph graduates from Vanderbilt University and James graduates from Slidell High. Joe has practiced law in Slidell since 1977 and was a special prosecutor for St. Tammany Parish's District Attorney's office from 1981 to 1984. He is a past president of the Slidell Bar Association and St. Tammany Bar Association and is a member of numerous professional, social and civic organizations. Today, Joe is managing partner of Anderson and Anderson.

He was chairman of the East St. Tammany Events Center Commission from 1991-2004. The idea of the Northshore Harbor Center was created at a Slidell Chamber of Commerce Board Retreat and Joe was present during that weekend. He is proud to have been with this project since it was just a brainstorm conception and stayed to see it thorough the building's successful opening.
