OUR BOARD OF COMMISSIONERS

The Northshore Harbor Center District Board of Commissioners governs the Northshore Harbor Center and is composed of 14 board members. Each commit to a four-year term, serving no more than three consecutive terms, and all adhere to the State of Louisiana Code of Ethics. Board members are appointed by the following appointing authorities:

  • One appointed by the Mayor of Slidell.

  • Three members appointed by the City Council, one of which is recommended by the St. Tammany Hotel/Motel Association and is the owner or operator of a hotel, motel, or a campground located in Ward Eight or Ward Nine of St. Tammany Parish.

  • One member appointed by the Board of Aldermen of the town of Pearl River.

  • One member appointed by the St. Tammany Parish Council who is a resident of Ward Eight.

  • One member appointed by the St. Tammany Parish Council who is a resident of Ward Nine.

  • One member appointed by the East St. Tammany Chamber of Commerce.

  • One member appointed by the State Representative for District 90.

  • One member appointed by the State Representative for District 76.

  • One member appointed by the State Representative for District 74.

  • One member appointed by the State Senator for District 11.

  • One member who is the Executive Director of the St. Tammany Parish Tourist Commission.

  • One member appointed by the State Senator for District 1, provided that such Senator's district comprises portions of Ward Eight or Ward Nine.

Executive Board positions are Chairman, Vice-Chairman, and Treasurer.

 
Mark Myers, Chairman
 
Mark Myers Northshore Harbor Center Board of CommissionersMark is a graduate of Loyola University and Tulane Law School.  He has practiced law for more than 28 years, but practices primarily as a mediator and arbitrator with his own firm, Resolutions by Mark A. Myers PLC (http://www.resolutionsadr.com/), with offices in Slidell, Mandeville and New Orleans, LA.   Mark serves as a member of the ADR Statewide Council of the Louisiana State Bar Association, as a board member of the Association of Family & Conciliation Courts, and as a member of the St. Tammany Inns of Court.   Mark is a graduate of Leadership Northshore (1993) and has served many years as the Chairman of the Board of Trustees.  He also serves as the Chairman of the Board of Commissioners of the St. Tammany Tourist & Convention Commission, and as Chairman of the Civil Service Board of St. Tammany Fire Protection District No. 1.  Mark is a member of the St. Tammany Leadership Council of the United Way of SE Louisiana, and is Chairman of their annual fundraising event - Glitz, Glamour & Giving.  He is a member of the East St. Tammany Chamber of Commerce and the Slidell Northshore Rotary Club.
 
Mark, a Slidell resident since 1972, is married to Victoria Arboleda Myers, with two grown children, Sarah and Jacob.

Hannah Rucker, Vice-Chair

Hannah has an undergraduate degree in English/Secondary Education from University of New Orleans, and a Master's plus 30 additional hours in Administration and Supervision from Southeastern. Prior to her retirement from St. Tammany Parish School Board, Hannah held positions as classroom teacher, school administrator, and Director of Truancy. She served on the Superintendent's Recruitment Team, served on the Department of Education's writing team for English/Language Arts curriculum in developing state standards and benchmarks, and was a presenter at various teacher training workshops. At Mandeville High School, she was named Teacher of the Year and the Times Picayune recognized her as an Hannah has an undergraduate degree in English/Secondary Education from University of New Orleans, and a Master's plus 30 additional hours in Administration and Supervision from Southeastern. She has served as President, Board of Directors for Youth Service Bureau, 2001-2003, a Board member for YSB 1998-2003 and chaired the Youth Recognition Program. Her work with YSB included programs with Juvenile Drug Court, FINS, CASA and Crossroads.

She is currently on the Board of Directors for STARC, is a member of Slidell Women's Civic Club, and a volunteer at St. Margaret Mary Church.

Andy Prude, Treasurer

Andy is a graduate of Southeastern Louisiana University and holds a B.A. in Marketing and an MBA. Andy is a Managing Partner with Pontchartrain Investment Management, an independent financial services firm located in Olde Towne Slidell. He is a graduate of Leadership Slidell and Leadership Louisiana. He has volunteered on several boards and organizations in the community, including past president of Rotary Club of Slidell, board member of Friends of Olde Towne Slidell, and President of the Olde Towne Slidell Residents Association. Andy is a life-long resident of Slidell, and currently lives in Olde Towne with his wife Sue and two children, Drew and Kate.

Carol Beech

Carol is retired from the St. Tammany Sheriff’s Office, where she held several positions during her 20 year career, the last being Manager of the Tax and Civil office in Slidell. She is an active member of the Slidell Women’s Civic Club, and through that membership, has helped many other organizations in Slidell. Carol has also helped to produce the Krewe of Slidellians Parade for the past 5 years, first as a lieutenant and most recently as the parade captain.

Carol is a native of Slidell, and still lives here with her husband James. They have three children and eight grandchildren, ranging in age from six to 22 years old. She feels that there is nothing more rewarding than working for the good of the community.

Martin Bruno Northshore Harbor Center Board of Commissioners Martin Bruno

Martin is a graduate of Southeastern Louisiana University with a BA in Urban Studies. He retired in 2007 from the City of Slidell where he served as Director of Planning for over 14 years. He is also a graduate of Leadership Slidell. He has served on several boards including President of the Louisiana Chapter of the American Planning Association, Chairman of the Board of the East St. Tammany Chamber of Commerce, President of the St. Tammany Economic Development Foundation, the St. Tammany Economic Development District, and the United Way Leadership Council. In 1999, Martin was inducted into the College of Fellows of the American Institute of Certified Planners. Martin and his wife Eileen live in Slidell and are the proud parents of four children and eleven grandchildren.

Donna O' Daniels

A 20 year veteran of the tourism industry, Donna O'Daniels is the CEO and President of the St. Tammany Parish Tourist and Convention Commission. She is a graduate of Leadership St. Tammany West and serves in leadership roles for several local, regional and national organizations that promote tourism including the Public Relations Society of America Travel and Tourism and the Society of American Travel Writers.

A North Carolina native, she attended North Carolina State University, where she earned her BA in Communications. She also earned the North Carolina State University Communication Alumni Circle Outstanding Alumni Award. She moved to St. Tammany Parish in 1995 and currently lives in Mandeville with her husband and two daughters.

Martin Patel

Originally from the United Kingdom, Martin now calls Slidell home. The close proximity to New Orleans and the culture it provides combined with the small town quality of life of Slidell offers made this the ideal place for his family to put down roots over 12 years ago.

He is the general manager for the Best Western Plus Slidell Inn. He has a degree in Civil Engineering from the University of Manchester and has been in the hotel industry for 16 years. Prior to becoming a part of the Best Western family, he also worked with the Hilton brand. He continues to work diligently in the culmination of a robust tourism industry for St. Tammany Parish. He is the proud father of two young children.

Thomas G. Shinn

Thomas G. Shinn Tom earned his B.S. in Journalism from Radford University – Virginia and MBA from the A. B. Freeman School of Business, Tulane University.  He is a retired U. S. Marine Corps Lieutenant Colonel, having served 21 years as a Naval Aviator flying A-4 Skyhawks.  He served in the first Gulf War and in senior staff positions in operations from squadron and battalion to division levels.  For the past 16 years he has been with Capital One in Commercial Banking based out of New Orleans and is Senior Manager, Vice President of Underwriting.  He is a member of the Veterans of Foreign Wars & American Legion, and  the Committee Chair of Judges for the Awards Committee of Slidell Little Theatre.  He has also served on the Executive Board of the Deutsches Haus in New Orleans and served three years as President.  He resides in Country Club and is married to the former Michon Breisacher.  Tom and Michon’s daughter, Hailey, attends the A. B. Freeman School of Business  at Tulane University.  Appointed by Louisiana State Representative, District 90, G. Greg Cromer.

Irma Cry

Irma attended the University of Maryland and is a graduate of the Institute for Organizational Management and Leadership Louisiana.  Irma has been involved with the Harbor Center since it conception.  She initiated Leadership Slidell and served as administrator of the program from the beginning and Executive Director from August 1999 until recently.  Over the years she has served and continues to serve the Slidell community by being a part of many boards and organizations including Leadership Northshore, Slidell Northshore Rotary, Aldersgate United Methodist Church Finance Committee, Adrenoleukodystrophy Foundation Board of Directors, Partners for Stennis, St. Tammany Parish Economic Development Foundation and District, Northshore Psychiatric Hospital, Louisiana Association of Chamber of Commerce Executives, Small Business Advisory Board, and serving as a member of numerous other organizations. Irma has won a number of awards including Women of the Year by the Slidell Business and Professional Women’s Club, the Distinguished Leadership Award, NASA Public Service Award, YWCA Role Model and Athena Award. Most recently a foundation was created to honor her legacy by raising funds to offer scholarships to individuals seeking vocation/industry-based certification or associate degrees.   Irma currently resides in Slidell. Martin Jackson, Northshore Harbor Center Board of Comissioners Martin Jackson

Martin Jackson is the General Manager of Gulf States Scientific Services, a laboratory supply company that supplies the chemical and petrochemical industry from Baton Rouge, Louisiana to Mobile, Alabama. He received his Bachelor’s degree in Business Administration from Southeastern Louisiana University, and he earned his MBA in Finance from Loyola University. Martin has been a resident of Slidell for over forty years and plays an active role in his church and community. He enjoys spending time with his wife and children.

Joe Anderson, Chairman Emeritus

Joe has been married to Pamella Byrd Anderson since 1974 and is the father of two sons, Joseph and James. This is a big year for the Andersons as son Joseph graduates from Vanderbilt University and James graduates from Slidell High. Joe has practiced law in Slidell since 1977 and was a special prosecutor for St. Tammany Parish's District Attorney's office from 1981 to 1984. He is a past president of the Slidell Bar Association and St. Tammany Bar Association and is a member of numerous professional, social and civic organizations. Today, Joe is managing partner of Anderson and Anderson.

He was chairman of the East St. Tammany Events Center Commission from 1991-2004. The idea of the Northshore Harbor Center was created at a Slidell Chamber of Commerce Board Retreat and Joe was present during that weekend. He is proud to have been with this project since it was just a brainstorm conception and stayed to see it thorough the building's successful opening.
